In the movie, the hero has all the people on the bus move to one side so when it rounded a turn at high speed, their weight would counteract the force that would topple the bus. Long story short, it was virtually impossible to flip the bus going fast around a curve, regardless of where any weight was placed.

When you pack people in a bus like cattle. Especially when you have the elderly, and women, and children standing. You are a disaster waiting to happen. Fortunatly this accident didn't fall into that category.
