I'm not sure Wi-Fi should be given to all complimentary if IP's charge these rates. Free Wi-Fi is not always free as you may pay for it in resort fees, higher room rates or service charges. I'm glad a local dentist allows patients to leech his $50 a month broadband service but he's not housing 2,000 guests a night with Netflix accounts.

Heck, we installed a 6 fiber connection to a single Haverty's store! What the heck does a furniture store need with that kind of bandwidth? It's common for Hotels to add fiber optic cable for high bandwidth capability the same as cell towers.

More concerning to me is the lack of adequate cellular service on Disney property. I have a Verizon phone so I get great coverage. But, typically other members of my family have cheap, off brand cell service and then they are shocked to find their cell phones don't work on WDW property. Getting back to the "WiFi". I'm amazed Disney doesn't have "WiFi" all over their property.
