But my descriptions are correct - the new off ramp would have guests using the entrance with several toll booths.

Given the geography of the area, that's basically just people heading into WDW from off-property. People (and busses) coming over from DAK or hotel guests staying at the All Stars or AKL must take Buena Vista Dr to get to the park, since the entrance to the toll plaza is before the onramp from Osceola Pkwy to World Dr. With the way that this area is laid out, that leaves relatively few people who can even get to the 'main' entrance, without going substantially out of their way. I would assume that today's traffic is much more based on people moving around within WDW than when the park was built. There are thousands and thousands more guests staying on property, and Park Hopping went from a rare novelty to a way of life. Given that all of those people are forced to go in the way with only one toll booth, it makes sense that there are problems with it. The big entrance is extremely difficult to get to. We've actually driven around the world trying to come in that way (wanted to drive through the marquee) and spent more than 15 minutes getting lost and getting on World Drive too late before realizing that about the only way to enter is to drive out to I4/192 and enter from that direction. And we've wondered why that entrance has 5 booths and the one everyone enters by only has one. This rearrangement makes a lot of sense - especially for during cheerleading days when the left turn backup can go back to Victory Drive.
