I would believe so. I'm pretty sure that is a requirement for any "public transportation"

Only time & evaluation of evidence will help sort this out. There are many folks that will lay their heads on pillows tonite only to find there will be no rest. My heart goes out to them all.

That's probably true. I wonder if there has ever been any review of the roads/infrastructure at Fort Wilderness to consider things like this during the past 30 years? The infrastructure at Fort Wilderness in 1971 was designed to accommodate a much different capacity of guests and vehicles that what we now see in 2010. It's probably worth looking at how the increased traffic and number of guests might require a less wilderness-like Fort Wilderness with regard to its basic infrastructure for roads, sidewalks, and guest areas.

I drove a school bus for two years and once had a kid run off the sidewalk and into the road without ever once looking into the street. I saw him running with his friends as I passed by and hit my horn to let him know I was there, but as soon as I passed him up I lost him in that blind spot and had no idea if he heard me or not, until I heard something hit the side of my bus.

Fortunately for everyone he hit the side but he could have just as easily run into one of the wheels and died just like the kid at Disney World... and I wouldn't have seen any of it happen.

So I think the driver really was at no fault here, I just wonder why the bicycle went into the road like that.
