According to the Orlando Sentinel the Disney Company has paid $9800 in OSHA fines relating to the November 2008 accident during work on an power substation near the Swan and Dolphin resorts. Electrical-power technician Douglas Howell was shocked by 12,400 volts and died three weeks later.

I'm assuming this since they say it's Swolphin and mention the Epcot station as archival imagery then it must be the one that's kind of hidden near Fantasia Gardens.

I've been at Fantasia Gardens when that one has gone out - Swolphin blacks out (save for emergency light) and Fantasia Gardens goes black and the CM's have to come rescue you with flashlights as it's pitch black, even the streetlights in the area go out.
