Of course, none of that makes a difference to the loved ones of the few people who have been killed. To them, everything changed. Whatever happens, I hope it actually improves safety rather than just causing more difficulties... but it is impossible to avoid risk entirely. (You can be assured of never being in a car accident if you live on an island where there are no cars.)
