    The tarps look like welding screens to me. They need them there, not to catch the sparks, but to block the blindingly bright light created from the welding process. I would assume since it's higher up, the light could be seen from all over the Pier area, and would be a hazard to guests if they were welding during park hours (and to CM's in the area if they were doing it later on). Unlike most construction projects that are fairly far away from people walking around, this is in an area that has a lot of traffic at all hours of the day, which means they need to take extra precautions.
