One quick note, the 'hooks' in this photo actually aren't to grab onto the concrete, they're spacers to keep the rebar off of the yellow mesh. That way, when the concrete is poured, it will flow all over the rebar to make it structurally sound, rather than just piling up on top of it with nothing below. I have no idea what all those little paper tags are for though!
