And WDI has been itching to do a circus area since the proposed Dumbo's Circus land for DL in the 70's. I'm just glad that they were able to do it with a good budget, since the theme could easily come off as very tacky.

I've overdosed on characters, however this is Fantasyland, so characters at every turn is completely appropriate. Disney seems to be going back to its roots with this expansion, both in terms of quiet references to the past throughout the area and the overall quality of the storytelling. Yet, for whatever, reason there's a lot of grumbling about it.
