I believe the show was created to use the WOC fountains during the day, back when they were having trouble getting them to reliably raise and lower from below the water's surface. Rather than keeping them in the "up" position all day and only be used for the show at night, they came up with the Goofy show as a way to justify having them up all day. Perhaps they've made them more reliable, and no longer need a cover story for why they're exposed (since they aren't)?
