If I were to speculate, the covered up windows might be due to that car being used to carry the testing engineers and their support equipment. Im thinking that they possibly have the train instrumented to measure vibration, noise, and other operating parameters. So I'm just guessing that maybe all the people and monitoring equipment are in those middle cars.
