They could absolutely do a full-length animated movie based just on W&W. But on the ride? Of course, the Pirates movies and HM movie weren't REALLY based on the rides. They took the rides as a jumping-off point (and convenient marketing tool), but invented their own stories for them.

It features some of the "Mony Python" people in make-up jobs that don't seem to make them look like anything other than human beings with "animal" features. Also, I think this movie might have been made because the copyright to "Wind in the Willows" briefly ran out in the mid-nineties, giving it a narrow window when it temporarily was in the public domain.
