Part of why it gets drained so frequently (every 5-7 years) is that there's just not much room for the junk (trash, scum, etc) to build up without getting in the way. I've always pictured the TDS waterway more like the World Showcase Lagoon, which is somewhat 'natural', but still very managed by Disney. I think it has a sand bottom, instead of concrete like ROA, which helps take care of itself, but I don't know what it's like at TDS. I would assume that TDS could close off segments of the waterway and keep the rest full of water, but I just don't know if they could do that for the Mediterranean Harbor/New York area due to the huge scale.

It's not that big an impact on DL overall to have ROA drained periodically, but the impact on TDS would be *huge*. The entire park would probably feel like a construction zone. I would think that WDI took this into consideration. Also, consider that the TDS waterways were constructed in 2000, not 1955 - I suspect that the knowledge of designing, constructing, and maintaining artificial themed waterways advanced quite a bit during that time.
