President Obama is waffling on this decision on Afghanistan, it has been months since he got the report, plenty of time for him to make a decision or not. And why is this so important to anyone except his opponents anyway? He could simply wait a while and while he's waiting, status quo it is. Like Bush (as Dabob pointed out). Seriously, I think you believing he "needs" a photo op at this time means that you think what Dick Cheney and Fox News happen to be complaining about this week actually matters. I don't think it does. And fwiw, there are a lot more options than the three you came up with.
