There's no real central downtown location that everyone convenes to.

When the interstate's were built, that lead to people spreading out and building homes further and further away from city centers because they now had easy access back to the areas where jobs/stores were by just jumping on the interstate. (I saw this happen in Florida when I-75 was built - every year it seemed like more and more people were moving further and further outside what used to be the city centers.) With new rail lines, you could create that same interest for people to live close to the transportation. With more and more traffic issues, and crumbling roads, it might actually start being fashionable again to live near public transportation systems. It won't happen overnight, but neither did our transformation into a society so dependent on automobiles to get anywhere. We have to start somewhere!
