Kind of a stretch but what about Hugh Jackman as Phoebus? Personally, I would love to see Terrance Mann as Frollo.

(Side note: Jackman is starring in the new musical "The Boy from Oz" - the life of Peter Allen - next season on Broadway, and Beth Fowler - the original and current Mrs. Potts on Broadway - will play his mother. And Jackman played Gaston in the Australian version of "Beauty & the Beast" as well.) Terrance Mann - the original Broadway Beast - is also a great choice for Frollo. I have the German cast album, I'm pretty sure the Archdeacon is in the show as well. Victor Garber would be good in that role, even though it is small.
