On the one hand, he was giving info that he was given; on the other hand, so much of that speech came down to the word of that Iraqi expatriate nicknamed "curveball" (including the bogus "mobile labs") that I'd like to think Powell would have insisted that his info be verified by other sources before he presented it before the world. So while I don't think Powell was as venal and intentionally misleading as Bush, Cheney, Rumsfeld, Rice, et al, I do think that ideally he should have done some more due diligence before putting his reputation on the line like that; admittedly, that's hard when everyone around you is telling you that you have to do it.
