You're referring to some of the final animatronic scenes in the attraction. I think hopemax is correct. I think these characters got this redress when all the fiber optic effects were added to SSE in a big way.

The public always seemed fascinated by them but in the end, it's use as a general-purpose communication medium outside of corporate teleconferencing never caught on. But it certainly had been invented and demonstrated by the time EPCOT opened.
