There's the walkway circling the statue and the street circling the whole hub; the reserved area was the northern walkway that connects those circles, smack dab in front of the castle. I didn't ask if it was for a tour.

I'm not really one who enjoys parades but the Disneyland Holiday Parade is a must for me
