Rose Fest/Tournament of Roses/big parade question

Looking at events in the Portland area (since the party is Saturday afternoon) I saw that it's the same weekend as the Rose Festival and the Rose Festival Parade. Much to my surprise there was a charge to attend ($25 a person!). Is this normal to attend large parades??! I've never heard of having to pay to attend a parade! Is my small-town mindedness showing?

    I would imagine the $25 is to watch the parade seated in bleachers, where tickets are required. You can likely still watch the parade for free; you just have to stake out a spot along the curb, away from the so-called prime viewing/performing area.
