It says that tuition will be tax deductible and that student loan rates will be reduced. The only "free college" will be for those who can't AFFORD college otherwise through expanding an ALREADY EXISTINT PROGRAM. Federal funding for stem cell research is a loser idea as we talked about this summer.

Tests could be given in large halls, where controlls could be in place, to show and rate accurately levels of competency, like SAT scores.
