One was a by listening to the members and casting his/her decision based on the majority's input (democratic). The point was to make a decision as thats what the general consensus probably wants, if this was not the case it would die due to lack of interest. Its quite clear to me that some kind of decision should be made either way!

I would say that laissez- faire doctrine(gov't out of private business affairs/deregulation) is more of a byproduct of a thriving democracy rather than a basic principle per se. I would also say that the most extremely basic tenet of pure "democracy" theory is people govern or the masses hold ALL power.
