    Well, the original idea behind that area was to have a shoot-the-chutes type ride that went through Monstro and came out in a big splashy finale. There was some sort of problems with the technology needed, or the time they had to build it, and they settled on a slow boat ride that started by going in Monstro's mouth, and then just went past a bunch of empty shorelines. Monstro is left over from the original concept, though not much else is.
