If it's that one, I think it's probably fan art (though very well done!). It has the artists signature in the corner, which almost never happens with WDI art. Additionally, it seems to rely too much on certain elements of the existing infrastructure (triangle wall on Innoventions and entrance ramp, old PM tower) while completely missing Space Mountain, which is probably the only thing in TL that is 'safe' from a future redo. Additionally, the people in the crowd don't appear at a consistent scale (check out the entrance to the End of Line Club - which would never fit in that space - and compare it to the other people nearby), and the light-up floor seems a little unrealistic on that scale

It's really cool art, but I don't think it was ever part of any serious proposal. Even if it did come from WDI internally, it seems like this was a very high-level piece just to prove the design aesthetic. I think it would be great to see something like that in the park, but something just seems off about it

Nice concept ... and see what a Tron Lightcycle ride might look like in TL at night. How it would all look in the daylight hours ... is another matter. LOL

The Hollywood Dream rollercoaster at Universal Japan has some neat light effects on the trains that make it look really cool in photos. But during the day it doesn't really seem to be anything special, and I imagine that the riders onboard probably don't get much extra experience from being in a lit up train (similar to how guests on DL's Space Mountain back in the day couldn't see the glowing panels on the sides of their rockets)
