The actual city of Puyallup where the fairgrounds are located (very quaint older homes, parks, small farms, mom and pop stores, etc) lies in the path of an erupting Mt. Rainier's lava flow, but up on the plateau sits an area known as "South Hill" which is in unincorporated Pierce County. South Hill contains many nice housing developments, rural homes on acreage, restaurants,movie theaters, parks, libraries, TWO Wal-Marts, the South Hill Mall, and much, much more. It is a nice area but the main thoroughfare where all these businesses are located is horribly congested and I avoid it like the plague. It is the infamous "Meridian St.", AKA Highway 161. You will learn how to use alternate routes to avoid sitting in the stop-and-go (mostly stop) traffic though. You can go to the Sheriff's Department website at piercesheriff.org and look at the crime statistics for any specific address where you might intend to live, if that is something you are concerned about. But generally it is a nice area and my friends and relatives who live there are happy with it. Good luck, and welcome to Pierce County!
