    What if the appropriate people made it clear that they only wanted to hear a certain answer, and that anyone who came back with a different answer would find themselves (and perhaps their careers) side-tracked or dead-ended?

The Republicans had control of both houses of Congress, the entire executive branch, and have been largely left alone by the court system, all during the period 2003-2006. They were 100% in charge of this whole thing, but now that things have turned out poorly, fingers keep getting pointed to the other side of the aisle.
