The Dept of Defense is planning on reducing the number of personnel in the military and reducing or eliminating some of its programs. The military would still be large enough to defeat foreign enemies, but not large enough for lengthy, protracted occupations like we've had in Iraq and Afghanistan. Funding for special operations and cyberwarfare would not be touched.

I think this is a good idea, actually. Increased use of long range weapons, intelligence, and drones and the increased likelihood that any long term ground engagement would be an endless war of attrition as we have been seeing in Afghanistan means that the age of giant armies sweeping across the battlefield is at an end.

We couldn't beat Russia or China in a land war, and they could never get troops into the US. The only reason that we'd need a large ground force is to occupy a country, and that is just too expensive and the results are too Pyrrhic that it seems to be more damaging than good.
