How could they call the bomb squad and watch it go off if the explosion was the reason they called the bomb squad in the first place? Dry ice bombs only take a few minutes to explode depending on the amount of dry ice and the strength/size of the container.

A small one of these makes a small boom. The bigger the container, and the greater the pressure it can hold, the bigger the boom. For example, folks used to do these in 2 liter soda bottles, which makes an attention grabbing BOOM. What's left is a puddle of water, and shards of plastic bottle. It's impressive what the pressure does to the bottles. I'm guessing this was a smaller one, based on the pictures of the bomb guys looking at the trash for the plastic bits. As for my comment on watching it go boom above - even if they'd called the bomb squad before it went off, all they could have done was watch it go. It's not safe to try to "disable" these, and they're generally small enough not to need to. That said, YES, it had gone off, but they still called the squad to identify what it was. I'm sorry and glad all at once that is was one of these, because they're a lot less trouble than other things that go "boom."
