Because of the nature of the Attraction, it is impossible to "hide" any part of its operation or testing from Guests. Attractions like Thunder and Splash can't be hidden either, but Guests can be kept somewhat away from the entrance. With subs, the moment the walls go down, particularly if vehicles are cycling, there will be a flood of guests heading over to find out what's going on. It would be much easier to manage with the walls (or most of them) still up, because it is much harder to see anything. All they need is to have Monorail and and the DL Railroad spiel to riders that the Submarines are operating, and you will have plenty of people in line. So, since they don't need the walls down, and since there is a benefit to leaving them up, I predict they will remain up as long as possible. Just a prediction.

I remember standing in line there a long time when it was the old ride. It is a very slow loading ride.

With something which has such a low capacity and loads so slowly, I think you'll see two and three hour lines for the sub ride pretty consistently for the next few years unless it's an off-season day and raining. My advice? Stay in one of the Disneyland hotels and take advantage of the Extra Magic Hour on the mornings when it's offered.

It, at least the original in California, was supposed to have opened in January of '89, but didn't open until Summer that year. What you thought was an opening ahead of schedule was actually an opening delayed by about 6 months. Fortunatly, "Nemo" subs is a re-imagineered version of an attraction that operated just fine for almost 4 decades, so it's not quite the same thing. And let's REALLY hope it's not another "Test Track" situation!
