Though it may change in the future, at present you are only allowed to reserve Fastpasses in one park. <<Do I have to have a band?>> No. <<Do I need a band and preplanning just to have lunch at something like rainforest cafe?>> No, you can make dining reservations without having a Magic Band. You likely WILL need reservations at the more popular restaurants, but you don't need a band to make them.

The real name is MyMagic+ >>So there will be no more fast pass machines<< The FP machines of the past are gone, but there are several locations in each park with FP+ (they had to add a "plus" to everything...) kiosks. They are staffed with cast members who will be able to help you select attractions. You don't need to plan your FP selections in advance if you don't want to, but know that some popular attractions may run out of time slots if you wait until you're in the park. If you want to plan ahead online, you can select your attractions 30 days in advance for off-site guests or 60 days in advance if you're staying at a Disney hotel
