Currently California's Attorney General, he's previously served as Governor, state Secretary of State, and mayor of Oakland. He's also run for President and US Senate. But I guess you're right in a way: Brown is once again running for Governor this year as the sitting AG, and he looks to be the Democratic front-runner. If he wins in November, he'll take office for a third term as Governor some 36 years after the beginning of his first term.

Generally, they're responsible for elections and record keeping. As SoS, Brown was a big advocate of improving public access to government records ("sunshine" laws). They have nothing to do with foreign policy, since states don't have foreign policies (at least officially).
