I suspect the average guest might wait for up to 3 characters per visit if they don't go as often as pass holders do. Of course you can also see plenty of characters in the parades and I suspect a lot of guests wait to take pictures of characters that way instead of waiting in a long line. Regardless, it's the characters that give Disney theme parks their soul. Without them a lot of us wouldn't have any desire to visit a theme park.
