People more into the whole comic book thing tend to rank it among Pixar's best, while I put it in a slightly lower tier (although, again, I rank every feature they've done other than Cars very good).

IMO, Pixar's worst feature, by a lot, is the original Toy Story. I don't really like any of the characters, the plot is a little hoakey, and I can't stand the Randy Newman montages. I think that TS2 is one of their better films, so I don't know why I don't like TS. I didn't like it when it was new, and I really don't like it now.
