And to answer your question "No", because of the "buying power" of the US dollar against the yen. Remember a cup of coffee in Ginza(a district in the Tokyo area) could be $11. Just about everything under the sun is way more costly in Tokyo compared to the same items in the USA(except for something like noodles in a cup and admission into the Disney parks)----- especially labor, taxis and medical services. (I've even heard about some paying the equivalent of $15,000 for one girl for an evening.) Go get an alcoholic drink in Shinjuku(another district in the Tokyo area)and see what it costs compared a bar in the USA. Hightower Hotel was a steal at $200 million. And the story, architecture, props and details are vastly different than the other 3 Tower of Terrors.

One of the biggest costs though was the external structure - adding that level of ornamentation (particularly a hodgepodge of different architectural styles) requires a lot of technical expertise and the mouldings are very expensive. Couple that will the level of propping inside the show building and the fact that the elevator system isn't an Otis replica (so no economies of scale) and you get an expensive attraction. Arguably one that hasn't served TDS too well either.

It is often a walk-on. Why? The core TDR market just aren't into "thrills" - it isn't why they come to the parks. Adding both Raging Spirits and ToT may have increased the thrill quotient but it isn't why guests come to the parks.
