They can 'cheat' and use less complex facial movements because you won't be focusing on the face for very long as your roller coaster car moves through the scene Plus, Ursula's face is probably about the size of an entire Dwarf. I'm not sure they could shrink all the mechanics down into a Dwarf-face-sized space

Oh, and I suppose this is a spoiler, but most of you have probably already watched videos of the full ride-through of the attraction, and HauntedMansionFan did ask...so, yeah, it's really nice to see that they did include the wicked witch at least. I was surprised by that, and also surprised at how animated she was. That last cottage scene just made the whole attraction that much more adorable to me and I think this is a huge improvement over the dark ride. I think it gets the tone just right, and it's fun, detailed, and authentic to its source. I might not book a trip to WDW just for this, but I smiled as I watched the POV videos and thought Disney did a fantastic job on this attraction.
