Biggest issue is in getting and keeping stations. AAR has been bumped around the dial, usually into stations with smaller and smaller signals. (Writing checks that bounce doesn't set well with station management.) A year ago the FOR profit network asked viewers to send in donations in exchange for bumper stickers and tote bags. And now it is "reorganizing." These are not the hallmarks of decent ratings.
