When you have to deal with a very tight budget, it becomes significantly more difficult to build anything that's even remotely 'beautiful'. If you want a stucco covered box, you can do that. Maybe even add in a sloped or two, but anything past that will start adding up really fast. I don't know what you know of building codes, but trying to create a building that fits within the modern codes (ADA is especially bad) that also works with the very small footprint that they have in Anaheim, and has the right sightlines and then on top of that is themed to look pretty is fairly tough to do. As we've seen with the Games of the Boardwalk makeover, most of the bare structures in DCA are pretty good for functionality. They just need to dress up the facades a little bit and we will have the Disney quality that we're used to. There are some other areas that function just fine, but will need some major work to bring them up to standards to make them look nice (Screamin queue). But to say that the restraints placed on designers is over the top isn't really true. With the various codes they have to meet and the people they have to make happy, there often aren't any good options, so they're forced to take the lesser of the evils.

Alot of people over on Micechat have been saying the same thing. As you said though, WoC will be fine but still they need to step up there game when it comes to the little details like they used to.
