That way if a non-sequitur spewing sock puppet kept coming back it would cost him $100 each time he would get banned. And it would only affect new users who want WE access. Other forums would remain unaffected. So if you're willing to forgo WE, no credit card on file would be needed, and present LP members would be grandfathered in so no CC would be needed for them either.
