I would suggest that since no Republicans have risen up en masse to condemn the town hall meetings embarrassments, the Hitler accusations, the Nazi implications, the outright lies about health care, the sin of omission leads people to conclude that Republicans as a group ARE being bullies, as their silence condones it all.
