The quart size bag must be taken out of whatever you have it in ( purse, backpack or whatever you're carry on is) so it is visible. You are allowed one (1) 3 oz size bottle of each type of liquid. Ex 1-3oz shampoo, 1-3oz lotion, 1-3 oz hand sanitizer,etc. When I have flown recently, I've had the security agents both carefully look at the contents of the bag, and had those that didn't even seem to pay attention to them ( not very comforting). Also, if you need to check for carry on size limitations, go to your particular airline's website and they will give you both weight and size limits for your bags. I too,can recall when the most difficult thing about flying was getting to the airport 45 minutes before your flight left!
