Don't forget the Republicans controlled Congress for the first 6 years of Bush, so there was no way the house was going to vote for impeachment. When the Democrats finally took over in 2007 there was a). no stomach for it; b). a feeling like Bush was already verging into lame duck irrelevance, and a fear that too many people would say "why are you impeaching him at this late date when he's already practically gone?" The fact that the 2008 presidential race geared up SO early only added to this. I have no doubt a very good case could have been made for impeachment IF Congress could have gotten hold of certain documents that the white house would have held on to tooth and nail, stalled on delivering, claimed executive privilege or "national security" for, etc. They probably would have just run out the clock anyway even if the Dem. leadership HAD had the stomach for it.

It's hard comparing presidents from wildly different eras like Bush and Buchanan, but Bush is easily the worst president of my lifetime, and you really have to go all the way back to Hoover and Harding to even find a serious rival.
