Now, a lot of Presidents have been viewed differently after they've been out of office a while and I think the jury is out about Bush's legacy. That really may not be determined for decades as the Middle East conflict plays out. Carter had low approval ratings...but never this low. And, that is probably b/c he didn't get past 4 years in office.
