The subdivision I live in has an HOA and I am on the board. We see our main function as just maintaining common areas like the boulevards and the two parks. We don't make much effort to strictly enforce the HOA covenants unless someone does something really out of line and we get a complaint. We kind of figure "hell, this is SW Missouri... no one would listen to us anyway". Folks down here don't like being told what they can do with their property.
