If a slope exceeds a 3% grade, then a handrail must be installed along the walkways and Paths of Travel. No problem, except for a city built on the side of a hill, like Whittier then is legally required to have handrails on a majority of its sidewalks. Guard rails on Alice, no problem. What are the plans for Casey Jr's evacuation proceedure if it breaks down on the lift? Somebody going to run up and put railing in all of the sudden?

What I said was that there is no way to evacuate people quickly enough in the event of a fire. Which is a real possibility, with a low probability.
