They give all sorts of information, maybe even verify the account properly, then request reprint copies of the bills, which have the call detail. A foolish representative, not picking up on it, sends them out. Period. It's illegal and the company I work for (and I imagine like all cell companies) vigorously prosecutes those caught because it's bad for business - for obvious reasons - and because it is, indeed, illegal.
