Even back then, management of Chefs de France (the company that runs the bakery, Bistro de Paris, Chefs de France and the Creperie at the french pavillion) were inept, incompetent and just plain stupid. They treated their employees like garbage and tried to cut every single corner they could. With the dining plan in function, they probably figured they could save some $$$ by offering a burger, which means less people will order the expensive stuff. What's next? Closing the Bistro to make a buffet?

If they didn't want a $23 burger at Chefs de France conveniently in time for the free food promo, it wouldn't be on the menu.

People that had trepidations with "strange" food would readily choose the hamburger over some high fallutin' French quality steak if given the choice. I think it's quite obvious that the recent change is due to cost control reasons rather than to accomodate guest demand for simpler fare.

If they want to offer lower cost items there are plenty of traditional French items (Croque Madame anyone?).
