Bush was independently capable of being president, I would agree. The fact of the matter is that he just wasn't a very capable person. He had very little intellectual ability or drive. He never showed any real interest or curiosity in policy. From the outset, he was a brand name candidate promoted by big business and conservatives to be their puppet in the White House. He rode on his daddy's coattails into politics without ever having to formulate any substantive ideas of his own. He raised tons of money based on name recognition and a large rolodex of contributors to his father's political career. If it had not been Cheney, it would have been another crony from his daddy's past or purely a conservative ideologue. The difference would have been inconsequential.
