Even if there are people out there that want to collect all of the Gift Card designs, they can do so with unactivated cards. But in addition to the normal breakage from loss, etc., Disney Dollars have additional breakage from people collecting and never spending them. To whatever extent this occurs, it's additional free money for Disney. I wonder if it's enough to justify keeping them around and continuing to issue new series each year.

I always assumed that the only ways to get a gift card were to activate one or get one from someone who had spent all the value on it.

There are tons of gift cards for all sorts of merchants, probably including Disney. The reason they can leave those cards just hanging around even though they are cash equivalents and could easily be pocketed is that they have no value until they are activated at the cash register. I'm pretty sure that I've seen stacks of them at DL near the registers, although this may have been when they first came out and they wanted to promote them. Anyway, just pick one up and walk away with it - it's unlikely anyone would care.
