I don't think the interior was actually 'finished' until they installed the Babes in Toyland sets, around 1960 It seems like a few more horses than they need, but they're not especially big horses. When I was a child I went to an antique circus parade, like what Disney was trying to replicate, that featured lots of similar wagons (made of heavy wood and steel) and most were pulled by 4-6 horses. Perhaps Disney had teams for 2 different wagons, but for whatever reason only wanted one wagon in the parade so they consolidated? I would imagine that most of that parade was "rented" from some sort of vendor, so it's tough to say what odds and ends they were working with
