This was one of the first MAJOR announcements that DCA was having problems, and Disney needed to address the fact that not enough guests were attending the park. By bringing back a crowd favorite (and the associated kids free offer) did what Disney wanted, brought folks (mainly local) into the park. It really helped in the Marketing effort, I remember all the billboards showing the floats around Southern California. It was a lot easier to market something people knew, than an abstract park.
